I find the song and the video strangely fascinating, in a car wreck sort of way.
Edit: As I learned from rollingstone.com, the song was recorded (co-produced by Lynch!) and released in 2010, but the video appeared yesterday.

Saw Donovan a few years ago, although I had the records I wasn’t really sure quite what to expect, should have known I guess. The evening ranged from excruciatingly painful, fey, whimsical dialogue to an evening of excellently performed music, both older and newer - I enjoyed it.
I suppose this is not really anything different to the image he has been cultivating for decades but, even as someone who generally likes his music, it’s a little hard to take seriously - having said that perhaps we’re not meant to.
