On the whole 70-89 is better than 90-20 but there was plenty of rubbish in the earlier era (as seen in the Prog Cup), and there is plenty of great stuff in the later era.

I'm most likely in the minority here.
I will have to look but I'm thinking I prefer more artists from the 90's over the 80's.
although there are some late 88-89 bands that I consider didn't get their epics in until the 90's. MBV would be one.

The Decemberists and Elbow are the only post 00's bands that made my top 30.
I'm sure Elbow get lots of hate here but I love everything they have put out just like the Decemberists.
